Also, she wrote letters home for them, held them as they died and worked tirelessly along with doctors to help save lives. She nursed, cooked, mothered, and prayed with the young troops. During this process she saw the tremendous needs of the troops in her midst and resolutely expanded her responsibilities. This gave her the authority to visit all the military hospitals in the South and to deliver much-needed medical supplies to them. To resolve her grief Cordelia followed in his footsteps becoming the first woman Sanitary Agent in the U.S. After only two months in office, he drowned while trying to deliver medical supplies to the troops. She was married to the seventh governor of the State of Wisconsin, Louis Harvey, who began his term in office at the beginning of the Civil War in January 1862. The Civil War Troops named her their Wisconsin Angel. She was a woman of great determination and courage, who, for a noble cause, challenged one of the giants of history, Abraham Lincoln.
